All institutions of higher education are challenged by resource constraints and outsized cybersecurity risks given their expansive networks, decentralized procurement, end of life hardware/software, and limited budgets. Historically Black Colleges and Universities (HBCUs) even more so if you compare the size of their endowments with predominantly white institutions.
